Lanzhou (, ; ) is the capital and largest city of Gansu Province (China), Province in Northwest China. Located on the banks of the Yellow River, it is a key regional transportation hub, connecting areas further west by rail to the eastern half of the country. A prefecture-level city () or prefectural city is an administrative division of the People's Republic of China (PRC), ranking below a province and above a county in China's administrative structure. During the Republican era, many of China's prefectural cities were designated as counties as the country's second level division below a province. The plates are issued by the local traffic management offices, which are sub-branches of local public security bureaus, under the rules of the Ministry of Public Security. Telephone numbers in China are organized according to the Chinese Telephone Code Plan. The numerical formats of landlines and mobile phones are different: landlines have area codes, whereas mobile phones do not. In major cities, landline numbers consist of a two-digit area code followed by an eight-digit inner number. In other places, landline numbers consist of a three-digit area code followed by a seven- or eight-digit internal number. The numbers of mobile phones consist of eleven digits.
