Ladislas Segoe (1894–1983) was a pioneer in urban planning. Urban planning, also known as town planning, city planning, regional planning, or rural planning, is a technical and political process that is focused on the development and design of land use and the built environment, including air, water, and the infrastructure passing into and out of urban areas, such as transportation, communications, and distribution networks and their accessibility. Traditionally, urban planning followed a top-down approach in master planning the physical layout of human settlements. The primary concern was the public welfare, which included considerations of efficiency, sanitation, protection and use of the environment, as well as effects of the master plans on the social and economic activities. Alfred Bettman
Alfred Bettman (1873 – 1945) was one of the key founders of modern urban planning. Zoning, as it is known today, can be attributed to his successful arguments before the U.S. Supreme Court, which resulted in the 1926 decision in favor of the Village of Euclid, Ohio versus Ambler Realty Company. The concept of the "Comprehensive Plan," as used in most cities across the U.S., was in no small part due to the work of Bettman and Ladislas Segoe on the "Cincinnati Plan." City Plan For Cincinnati
The City Plan for Cincinnati is a set of plans to guide the development of Cincinnati. Cincinnati was first surveyed and laid out by Israel Ludlow in 1794. The earliest modern plan was the 1907 Park Plan created by George Kessler. Every 20 or 30 years since then new comprehensive plans have been created as the city has grown. Ludlow Layout Israel Ludlow bought land from John Cleves Symmes and was the first surveyor and town planner in Cincinnati. He laid out the city with a north-south, east-west grid like many towns in the Northwest Territory. This grid unfortunately ignored topography, and no space was reserved for parks or open space except the public landing on the river. 1907 Park Plan In 1907 George Kessler, a nationally-known landscape architect, was hired to create a park plan for the city.
