The State budget of Norway ( no, Statsbudsjettet) is a government budget passed by the Norwegian legislature, Stortinget, each year. It accumulates all income and expenses for the Government of Norway. The document defines the taxes to be collected, and what expenses will be accomplished. The budget follows a fiscal year of January 1 to December 31. The proposition for the budget is made by the Ministry of Finance in the first week of October. Joakim Lystad
Joakim Theodor Haagaas Lystad (born 17 April 1953) is a Norwegian civil servant. He served as the first Director-General of the Norwegian Food Safety Authority from 2003 to 2010, building the organization. From 2010 to 2015, he was the Labour and Welfare Director of Norway, i.e. the head of the Labour and Welfare Service and the Labour and Welfare Administration and responsible for a third of the state budget of Norway. Tor Saglie (born 13 September 1949) is a Norwegian civil servant. He was educated at the University of Oslo, graduating in 1976 with a cand.polit. degree in political science. He was the director (head of administration) of the University of Oslo from 1991 to 2003 and permanent under-secretary of state (''departementsråd'') in the Ministry of Local Government and Regional Development from 2003 to 2006.
