Louisiana Highway 23 (LA 23) is a north–south state highway in Louisiana that serves Plaquemines and Jefferson Parishes. It spans in roughly a southeast to northwest direction. It is known locally as Belle Chasse Highway, Lafayette Street, the West Bank Expressway, and Franklin Avenue. Route description LA 23 connects Gretna and Venice. Between Belle Chasse and Venice, the highway serves as the main road along the west bank of the Mississippi River. In Belle Chasse, the highway crosses the Gulf Intracoastal Waterway via two antiquated crossings: southbound traffic uses the 1955-vintage Belle Chasse Tunnel, a narrow crossing that does not allow passing; northbound traffic uses the 1967-vintage Judge Perez Bridge, a vertical-lift bridge. 1955 Louisiana Highway Renumbering
In 1955, Louisiana passed a law that undertook a comprehensive revision to the state highway classification and numbering system. The new system designated roads by importance to travel patterns and rectified the previous numbering system under new unified designations. History Highway numbers in Louisiana first appeared in 1921, per Act 95 of the 1921 Special Session of the Louisiana Legislature. Routes 1 through 98 were defined that year. These first 98 routes remained consistent throughout the pre-1955 era. The lowest numbered routes seem to have followed major auto trails; for instance, LA 1 was the Jefferson Highway, LA 2 was the Old Spanish Trail, etc. The remainder of the numbering system seemed to work on a lower-number, higher-order principle, with some clustering; for instance, LA 61 and 62 both existed in St. Bernard Parish. U.S. Highway 90 Business (US 90 Bus.) is a business route of U.S. Highway 90 located in and near New Orleans, Louisiana. It runs in a general east–west direction from US 90 in Avondale to a junction with Interstate 10 (I-10) and US 90 in the New Orleans Central Business District. Unlike a typical business route, US 90 Bus. is built to a higher standard than the segment of US 90 that it parallels. More than half of the route is an elevated freeway with frontage roads while mainline US 90 is a divided six-lane surface highway. Leander Perez
Leander Henry Perez Sr. (July 16, 1891 – March 19, 1969) was the Democratic political boss of Plaquemines and St. Bernard parishes in southeastern Louisiana during the middle third of the 20th century. Officially, he served as a district judge, later as district attorney, and as president of the Plaquemines Parish Commission Council. He was known for leading efforts to enforce and preserve segregation. Early life and education Perez was born in the community of Dalcour, on the east bank of Plaquemines Parish, to Roselius E. "Fice" Perez (died 1939) and the former Gertrude Solis (died 1944). The Perez and Solis families were Isleños, an ethnic community descended from settlers from the Canary Islands, Spain.
