L. P. Singh
Lallan Prasad Singh ICS (1912 – 17 October 1998) was Governor of Assam (1973–80), Manipur (1973–80, 1982–83), Meghalaya (1973–80), Nagaland (1973–81), and Tripura (1973–80). He was awarded Padma Vibhushan award in 1999 after his death. He was born in Buxar, Bihar, India, in 1912 and died in New Delhi on 17 October 1998. A member of the 1936 batch of the Indian Civil Service, he joined the ICS on 9 September 1936. After independence in 1947, he had a long and distinguished career in the civil service. L.P. Singh was Chief Secretary to the government of Bihar in the first post-independence government (1946–61). He also served briefly as the Finance Secretary to the government of Bihar. He enjoyed the confidence of both the first Bihar Chief Minister Dr S K Singh & deputy Chief Minister cum Finance Minister Dr Anugrah Narain Sinha. Assam
Assam (; ) is a state in northeastern India, south of the eastern Himalayas along the Brahmaputra and Barak River valleys. Assam covers an area of . The Shillong Accord of 1975 was an agreement signed between the Government of India, also referred to as the Federal government, or Union government, or Central government of India, and Nagaland's underground government, also referred to as the Naga Federal government, or Naga guerillas, or Naga rebels, to accept the supremacy of Constitution of India without condition, surrender their arms and renounce their demand for the secession of Nagaland from India. Indian Civil Service (British India) Officers
The Indian Civil Service (ICS), officially known as the Imperial Civil Service, was the higher civil service of the British Empire in India during British rule in the period between 1858 and 1947. Its members ruled over more than 300 million people in the Presidencies and provinces of British India and were ultimately responsible for overseeing all government activity in the 250 districts that comprised British India. They were appointed under Section XXXII(32) of the Government of India Act 1858, enacted by the British Parliament.
