Kyodo Senpaku
, formed in 1987 (formerly Kyodo Hogei, since 1976), is a consolidation of earlier whaling departments of Japanese fisheries. The for-profit company conducts the collection, processing and wholesale of the whale byproducts on behalf of the Institute of Cetacean Research, in accordance with IWC Article VIII which specifically requires the byproducts to be sold and used. In 2000, it had nine vessels and its main income was $45M of fees from the institute. The is a Japanese entity that claims to be a research organization specializing in the "biological and social sciences related to whales". In the past, it killing several hundred whales per year in the name of its 'research', the validity and necessity of which has been called into question. Among its activities, the ICR also used to sell "whale research byproducts" commercially, which environmental groups denounced as commercial whaling in disguise, which is banned by the International Whaling Commission (IWC). Whaling is the process of hunting of whales for their usable products such as meat and blubber, which can be turned into a type of oil that became increasingly important in the Industrial Revolution. It was practiced as an organized industry as early as 875 AD. By the 16th century, it had risen to be the principal industry in the Basque coastal regions of Spain and France. The industry spread throughout the world, and became increasingly profitable in terms of trade and resources. Some regions of the world's oceans, along the animals' migration routes, had a particularly dense whale population, and became the targets for large concentrations of whaling ships, and the industry continued to grow well into the 20th century. Japanese whaling, in terms of active hunting of whales, is estimated by the Japan Whaling Association to have begun around the 12th century. However, Japanese whaling on an industrial scale began around the 1890s when Japan started to participate in the modern whaling industry, at that time an industry in which many countries participated. Japan resumed commercial whaling in July 2019, and since then whaling activities have been confined to its territorial waters and exclusive economic zone. During the 20th century, Japan was heavily involved in commercial whaling. This continued until the International Whaling Commission (IWC) moratorium on commercial whaling went into effect in 1986.
