Kentucky Horse Racing Commission
The Kentucky Horse Racing Commission is the state agency responsible for regulating horse racing in the U.S. state of Kentucky. The agency was established in 1906, making it the oldest state racing commission in the United States. Agency overview The commission consists of fifteen members appointed by the Governor of Kentucky. Three of the members, the secretaries of the Public Protection Cabinet (which oversees the commission), the Tourism, Arts and Heritage Cabinet, and the Economic Development Cabinet serve as ''ex officio'' members. Each member serves a four-year term. As the agency overseeing horse racing in the state, the commission holds jurisdiction over the various aspects of the industry. As established and defined by the Kentucky Constitution, the government of the Commonwealth of Kentucky is composed of three branches: the Executive, Judicial, and Legislative. Executive Branch The executive branch is headed by the governor, who serves as both the head of state and government. Under the current Kentucky Constitution, the lieutenant governor assumes the duties of the governor only if the governor is incapacitated and cannot perform their duties. Kentucky Court Of Appeals
The Kentucky Court of Appeals is the lower of Kentucky's two appellate courts, under the Kentucky Supreme Court. Prior to a 1975 amendment to the Kentucky Constitution the Kentucky Court of Appeals was the only appellate court in Kentucky. The Court of Appeals has 14 members. Two members are elected from each of seven districts and serve eight-year terms of office. The Kentucky Court of Appeals judges are elected from districts that mirror the seven districts which elect the seven justices of the Supreme Court of Kentucky. The 14 judges select one colleague to serve as chief judge for a four-year term. The chief judge assigns judges and cases to panels. The current chief judge is Denise G. Clayton. Shug McGaughey
Claude R. "Shug" McGaughey III (born January 6, 1951) is an American Hall of Fame thoroughbred horse trainer. McGaughey began working as a trainer in 1979 and to date has won more than 240 graded stakes races. In 1986, he got his big break when Ogden Phipps hired him to train his stable of horses. In 1988, McGaughey won the Eclipse Award for Outstanding Trainer in the United States. Among his many wins, he has captured the Jockey Club Gold Cup three times, the Travers Stakes four times, and won the 1989 Belmont Stakes with Hall of Fame Champion Easy Goer as well as the 2013 Kentucky Derby with Orb. Todd Pletcher (born June 26, 1967 in Dallas, Texas) is an American thoroughbred horse trainer. He won the Eclipse Award seven times as Trainer of the Year, four of these in consecutive years. His horses Super Saver (2010) and Always Dreaming (2017) won the Kentucky Derby. He also won the Belmont Stakes with Rags to Riches (2007), Palace Malice (2013) and Tapwrit (2017). Country House (foaled May 8, 2016) is an American Thoroughbred racehorse who won the 2019 Kentucky Derby after the disqualification of Maximum Security. Country House's win came as result of an objection call from jockey Flavien Prat. Even though Maximum Security crossed the finish line before Country House, Maximum Security was disqualified for interference with several horses and causing a near-spill. At odds of 65–1, Country House had the third highest odds of any Kentucky Derby winner, after Donerail in 1913 and Rich Strike in 2022. Maximum Security (foaled May 14, 2016) is a champion American Thoroughbred racehorse who was the 2019 Champion Three-Year-Old after winning the Florida Derby, Haskell Invitational, Bold Ruler Handicap, and Cigar Mile. Maximum Security crossed the finish line first in the 2019 Kentucky Derby, but was disqualified for interference. As a four-year-old in 2020, he won the inaugural running of the Saudi Cup in January.
