Cercles Of Mali
A cercle is the second-level administrative unit in Mali. Mali is divided into eight ''régions'' and one capital district (Bamako); the ''régions'' are subdivided into 49 ''cercles''. These subdivisions bear the name of their principal city. During French colonial rule in Mali, a cercle was the smallest unit of French political administration that was headed by a European officer. A cercle consisted of several cantons, each of which in turn consisted of several villages. In 1887 the Cercle of Bafoulabé was the first cercle to be created in Mali. In most of former French West Africa, the term ''cercle'' was changed to prefecture or department after independence, but this was not done in Mali. Some cercles (and the district) were, prior to the 1999 local government reorganisation, further divided into arrondissements, especially in urban areas or the vast northern regions (such as Kidal), which consisted of a collection of communes. Médine, Mali
Médine is a village and principal settlement (''chef-lieu'') of the commune of Hawa Dembaya in the Cercle of Kayes in the Kayes Region of south-western Mali.. The village is located 12 km east of Kayes on the left bank of the Sénégal River just downstream of the Félou Falls. The site of the village was historically important as the falls were the furthest point up the Sénégal River from Saint Louis that could be reached by boat. Navigation was only possible after the rainy season when the river was in flood. History In 1855 Louis Faidherbe, the French governor of Sénégal, constructed a fort at Médine to strengthen French control of the Sénégal River and to act a base in the expansion into the interior. The Siege of the Fort du Médine took place two years later in 1857 when the Toucouleur forces of al-Hājj Umar Taal unsuccessfully besieged French colonial troops under Faidherbe.
