Kowloon East (2021 Constituency)
The Kowloon East geographical constituency is one of the ten geographical constituencies in the elections for the Legislative Council of Hong Kong which elects two members of the Legislative Council using the single non-transferable vote (SNTV) system. The constituency covers Kwun Tong District and south-eastern part of Wong Tai Sin District in Kowloon. History The constituency was created under the overhaul of the electoral system imposed by the Beijing government in 2021, replacing the Kwun Tong District and south-eastern part of Wong Tai Sin District ( Choi Wan East, Choi Wan South, Choi Wan West, Chi Choi, Choi Hung) of the Kowloon East constituency used from 1998 to 2021. Geographical Constituency
In Hong Kong, geographical constituencies, as opposed to functional constituencies, are elected by all eligible voters according to geographically demarcated constituencies. There are currently 5 geographical constituencies in Hong Kong, returning 35 members to the Legislative Council. Following the 2021 electoral reforms passed by the Standing Committee of the mainland National People's Congress, the number of members returned by geographical constituencies would be lowered to 20, while the total number of seats in the Legislative Council would be increased to 90. 2021 Hong Kong Electoral Reform
The 2021 Hong Kong electoral changes were initiated by the National People's Congress (NPC) on 11 March 2021 to "amend electoral rules and improve the electoral system" of the Hong Kong Special Administrative Region (HKSAR) for its Chief Executive (CE) and the Legislative Council (LegCo), in order to ensure a system in which only "patriots", according to the Chinese definition, govern Hong Kong. The reforms have been widely criticized for their negative impact on the democratic representation in the Hong Kong legislature. British Hong Kong
Hong Kong was a colony and later a dependent territory of the British Empire from 1841 to 1997, apart from a period of occupation under the Japanese Empire from 1941 to 1945 during the Pacific War. The colonial period began with the British occupation of Hong Kong Island in 1841, during the First Opium War between the British and the Qing dynasty. 1995 Hong Kong Legislative Election
The 1995 Hong Kong Legislative Council election for members of the Legislative Council of Hong Kong (LegCo) was held on 17 September 1995. It was the first, and only, fully elected legislative election in the colonial period before transferring Hong Kong's sovereignty to China two years later. The elections returned 20 members from directly elected geographical constituencies, 30 members from indirectly elected functional constituencies, and 10 members from elections committee constituency who were elected by all District Board members. In consequence of Governor Chris Patten's constitutional reforms, which were strongly opposed by the Beijing government, the nine newly created functional constituencies enfranchised around 2.7 million new voters. 1991 Hong Kong Legislative Election
The 1991 Hong Kong Legislative Council election was held for members of the Legislative Council of Hong Kong (LegCo). The election of the members of Functional constituency (Hong Kong), functional constituencies was held on 12 September 1991 and the election of geographical constituency seats was held on 15 September respectively. It was the first ever direct election of the Legislative Council in Hong Kong history.
