Kosovo Centre For Public Safety Education And Development
The Kosovo Centre for Public Safety Education and Development (KCPSED), formerly the Kosovo Police Service School, is a training centre and education provider for the Kosovo Police, and for other public services in Kosovo. It is based in Vushtrri, 25 kilometers north of Pristina. The Kosovo Police Service School (KPSS) was founded in September 1999, with help from the UN Police Mission in Kosovo, and run by the Organization for Security and Co-Operation in Europe (OSCE) - specifically, by the Department of Police Education and Development (DPED). The European Commission, particularly the EULEX mission, has also provided support for training. The school was founded as part of a broader OSCE initiative, in order to rebuild civil capabilities and rule of law after Serb armed forces were withdrawn at the end of the Kosovo War. Vushtrri
Vushtrri ( sq-definite, Vushtrria) or Vučitrn ( sr-Cyrl, Вучитрн), is a city and municipality located in the Mitrovica District in northern Kosovo. According to the 2011 census, the town of Vushtrri has 26,964 inhabitants, while the municipality has 69,870 inhabitants. Vushtrri is surrounded by the city of Mitrovica to the north, Podujeva in the east, Obiliq in the south, Drenas in the south-west, and Skënderaj in the west. The municipality of Vushtrri has 67 villages. In antiquity, Vushtrri may have been known as Viciana. The Organization for Security and Co-operation in Europe (OSCE) is the world's largest regional security-oriented intergovernmental organization with observer status at the United Nations. Kosovo War
The Kosovo War was an armed conflict in Kosovo that started 28 February 1998 and lasted until 11 June 1999. It was fought by the forces of the Federal Republic of Yugoslavia (i.e. Serbia and Montenegro), which controlled Kosovo before the war, and the Kosovo Albanians, Kosovo Albanian rebel group known as the Kosovo Liberation Army (KLA). Erhard Bühler
General Erhard Bühler (born 20 January 1956) is a retired officer of the German Army, and the former Director General for Planning German Ministry of Defence in Berlin, Germany. He was the commander of KFOR, from September 2010 to September 2011. He led approximately 5000 troops, although the number declined during his tenure as the security situation in Kosovo improved. The Kosovo Force (KFOR) is a North Atlantic Treaty Organization, NATO-led international NATO peacekeeping, peacekeeping force in Kosovo.
