Settegast is a neighborhood in northeast Houston; it has an average population density between one and five. The community is bordered by the 610 Loop, the Union Pacific Railroad Settegast Yard, and the old Beaumont Highway. The community has many small, wood-framed houses and empty lots. The Texas Assessment of Knowledge and Skills (TAKS) was the fourth Texas state standardized test previously used in grade 3-8 and grade 9-11 to assess students' attainment of reading, writing, math, science, and social studies skills required under Texas education standards. It is developed and scored by Pearson Educational Measurement with close supervision by the Texas Education Agency. Though created before the No Child Left Behind Act was passed, it complied with the law. It replaced the previous test, called the Texas Assessment of Academic Skills (TAAS), in 2002. Those students being home-schooled or attending private schools were not required to take the TAKS test. Abelardo Saavedra is a former school district superintendent. He previously served as the superintendent of the Houston Independent School District (HISD) headquartered in Houston, Texas, United States. In addition he formerly served as superintendent of the Corpus Christi Independent School District (CCISD) and the South San Antonio Independent School District (SSAISD). Education Saavedra received a bachelor's degree in Science in 1972 and a master's degree in Science in 1974; he earned both degrees at Texas A&I University (now Texas A&M University–Kingsville) in Kingsville.
