Kenneth Leung
Kenneth Leung Kai-cheong (; born 17 October 1962) is a democratic Hong Kong politician formerly serving as a member of the Legislative Council for the Accountancy functional constituency. Professionally, he is a tax adviser and accountant. On 11 November 2020, he was disqualified from the Legislative Council, along with three other lawmakers of the pan-democratic camp, by the central government in Beijing on request of the Hong Kong government. A mass resignation of pan-democrats the same day left the Legislative Council without a substantial opposition. Education and background Leung was born in Hong Kong and attended Queen's College. After taking a diploma in accountancy at Hong Kong Polytechnic University, he went on to study at the London School of Economics and Political Science, from where he obtained a bachelor's degree in economics and an LL.M. degree. The Professionals Guild () is a pro-democracy parliamentary group in the Legislative Council of Hong Kong formed in 2016. Overview The Professionals Guild in Hong Kong was formed in 2016 by six pro-democracy functional constituency legislators after the 2016 Legislative Council election, which saw the pro-democrats increased their seats in the professional sectors. 2012 Hong Kong Legislative Election
The 2012 Hong Kong Legislative Council election was held on 9 September 2012 for the 5th Legislative Council (LegCo) since the establishment of the Hong Kong Special Administrative Region. The election was for the new total of 70 seats in LegCo, ten more than previously, with 35 members elected in geographical constituencies through direct elections, and 35 members in functional constituencies. 2005 Hong Kong Election Committee Subsector By-elections
The 2005 Election Committee subsector by-elections were held on 1 May 2005 to fill the 33 vacancies in 17 subsectors of the Election Committee for electing the Hong Kong Chief Executive in the Chief Executive election in following March. Background Tung Chee Hwa had long been an unpopular Chief Executive, especially after the controversies over the Article 23 of the Hong Kong Basic Law which caused more than 500,000 people to march on 1 July 2003. Tung claimed his health was deteriorating early in 2005 and suddenly resigned on 10 March 2005 which triggered the election of the Chief Executive. Election Committee
The Election Committee is a Hong Kong electoral college, the function of which is to select the Chief Executive (CE) and, since 2021, to elect 40 of the 90 members of the Legislative Council. Established by Annex I of the Basic Law of Hong Kong which states that "the Chief Executive shall be elected by a broadly representative Election Committee in accordance with this Law and appointed by the Central People's Government (State Council)." It is formed and performs its selection function once every five years, even in the event of a CE not completing their term.
