Kely Bastien is a Haitian politician. He served as the president of the Chamber of Deputies in 1990s and as president of the Senate of Haiti from 2008 to 2011. The Chamber of Deputies (french: Chambre des Députés; ht, Chanm Depite) is the lower house of Haiti's bicameral legislature, the Haitian Parliament. The upper house of the Haitian Parliament is the Senate of Haiti. The Chamber has 119 members (previously 99) who are elected by popular vote to four-year terms. There are no term limits for Deputies; they may be re-elected indefinitely. In March 2015 a new electoral decree stated that the new Chamber of Deputies have 118 members, and the Senate will retain the 30 members. On 13 March, President Michel Martelly issued a decree that split the Cerca La Source into two constituencies, and therefore increasing the number of deputies up to 119. The Senate (french: Sénat, ) is the upper house of Haiti's bicameral legislature, the Haitian Parliament. The lower house of the Haitian Parliament is the Chamber of Deputies. The Senate consists of thirty seats, with three members from each of the ten administrative departments. Prior to the creation of the department of Nippes in 2003, there were twenty-seven seats. Senators are elected by popular vote to six-year terms, with one-third elected every two years. There are no term limits for Senators; they may be re-elected indefinitely. After the elections of 2000, twenty-six of the then twenty-seven seats were held by Jean-Bertrand Aristide's Fanmi Lavalas party. The Senate was not in session following the overthrow of Aristide's government in February 2004. René Préval
René Garcia Préval (; 17 January 1943 – 3 March 2017) was a Haitian politician and agronomist who served twice as President of Haiti; once from early 1996 to early 2001, and again from mid 2006 to mid 2011. He was also Prime Minister from early to late 1991 under the presidency of Jean-Bertrand Aristide. Préval was the first elected head of state in Haitian history to peacefully receive power from a predecessor in office, the first since independence to serve a full term in office, the first to be elected to non-successive full terms in office, the first to peacefully hand over power, and the first former prime minister to be elected president. Préval promoted privatization of government companies, agrarian reform, and investigations of human rights abuses. LESPWA
Fwon Lespwa was a Haitian political coalition headed by René Préval, who served as president from 1996 to 2001 and from 2006 to 2011. The name ''Lespwa'' is the Haitian Creole form of the French ''l'espoir'', meaning "hope". The coalition's full French name is ''Front de l'Espoir'' (Hope Front). Lespwa includes many members and former members of the last democratically elected government of Jean Bertrand Aristide and his Fanmi Lavalas (Waterfall Family). USAID and the IRI attempted to form a rump Lavalas organization with Marc Bazin, but Aristide along with nearly all of Fanmi Lavalas refused to recognize Bazin's candidacy. While publicly boycotting the elections, Lavalas overwhelmingly supported the election of René Préval, which it saw as a return to peace and democracy. A disaster, catastrophic Moment magnitude scale, magnitude 7.0 Mw earthquake struck Haiti at 16:53 local time (21:53 UTC) on Tuesday, 12 January 2010. The epicenter was near the town of Léogâne, Ouest (department), Ouest department, approximately west of Port-au-Prince, Haiti's capital. By 24 January, at least 52 aftershocks measuring 4.5 or greater had been recorded. An estimated three million people were affected by the quake. Death toll estimates range from 100,000 to about 160,000 to Haitian government figures from 220,000 to 316,000, although these latter figures are a matter of some dispute.
