Kalev Sepp
Dr. Kalev I. Sepp is senior lecturer in defense analyst at the U.S. Naval Postgraduate School in Monterey, California. Until January 2009, he served as the Deputy Assistant Secretary of Defense for Special Operations Capabilities. Dr. Sepp was responsible for the United States Department of Defense global counterterrorism portfolio. This included policy oversight of all special operations worldwide, and formulation of the department's global counterterrorism strategy. He received his appointment in July 2007. A former U.S. Army Special Operations officer, he earned his PhD at Harvard University, and his Combat Infantryman Badge in the Salvadoran Civil War. His unit assignments included the 82d Airborne Division, the 2d Ranger Battalion, the 11th Armored Cavalry Regiment, and the 2d Infantry Division, among others. The United States Army Command and General Staff College (CGSC or, obsolete, USACGSC) at Fort Leavenworth, Kansas, is a graduate school for United States Army and sister service officers, interagency representatives, and international military officers. The college was established in 1881 by William Tecumseh Sherman as the School of Application for Infantry and Cavalry (later simply the Infantry and Cavalry School), a training school for infantry and cavalry officers. In 1907 it changed its title to the School of the Line. The curriculum expanded throughout World War I, World War II, the Korean War, and the Vietnam War and continues to adapt to include lessons learned from current conflicts. Counterinsurgency (COIN) is "the totality of actions aimed at defeating irregular forces". The Oxford English Dictionary defines counterinsurgency as any "military or political action taken against the activities of guerrillas or revolutionaries" and can be considered war by a state against a non-state adversary. Insurgency and counterinsurgency campaigns have been waged since ancient history. However, modern thinking on counterinsurgency was developed during decolonization. Within the military sciences, counterinsurgency is one of the main operational approaches of irregular warfare. During insurgency and counterinsurgency, the distinction between civilians and combatants is often blurred. The United States Army War College (USAWC) is a U.S. Army educational institution in Carlisle, Pennsylvania, on the 500-acre (2 km2) campus of the historic Carlisle Barracks. It provides graduate-level instruction to senior military officers and civilians to prepare them for senior leadership assignments and responsibilities. Each year, a number of Army colonels and lieutenant colonels are considered by a board for admission.
