It is broadcasting public domain movies, interspersed with Infomercials, and is owned by Innovate Corp. alongside Tyler-licensed low-power station KPKN-LD, both of which share RF channel 35. Although KCEB is licensed as a full-power station, it shares spectrum with KPKN-LD, whose low-power signal only covers the immediate Tyler–Longview area.
