La Rue applied to the Federal Communications Commission (FCC) for a construction permit for a new broadcast radio station. The FCC granted this permit on October 15, 1990, with a scheduled expiration date of April 15, 1992. The new station was assigned call sign KZDD on June 14, 1991. A few months later, on October 21, 1991, the station was assigned new call sign KSPY. In April 1997, permit holder John K. La Rue filed an application to transfer the KSPY construction permit to the Ukiah Broadcasting Corporation. KRAC
KRAC (1370 AM) is an American radio station broadcasting a talk radio format. Licensed to Red Bluff, California, United States, the station is currently owned by Independence Rock Media Group. KRAC signed on the air in 1963 under the call letters KQCY (K-Quincy). The FCC granted the license for the 1370 AM frequency for daytime operation only at a paltry 500 watts (to protect the signal of KEEN, in San Jose, which was a 5,000 watt station also on 1370). KQCY was allowed to sign on at 6:00 am, but had to sign off at sunset (in winter, that meant the station went off the air at 4:45 pm). KQCY originally used a modified RCA transmitter that had been used on a naval ship during World War II. The studios and transmitter were located in East Quincy behind a bowling alley. It expands the broadcast range of a television or radio station beyond the primary signal's original coverage or improves service in the original coverage area. In the broadcasting industry, a dark television station or silent radio station is one that has gone off the air for an indefinite period of time. Usually unlike dead air (broadcasting only silence), a station that is dark or silent does not even transmit a carrier signal. U.S. law Transmitter operations According to the U.S. Federal Communications Commission (FCC), a radio or television station is considered to have gone dark or silent if it is to be off the air for thirty days or longer. Prior to the Telecommunications Act of 1996, a "dark" station was required to surrender its broadcast license to the FCC, leaving it vulnerable to another party applying for it while its current owner was making efforts to get it back on the air. Special Temporary Authority (STA) in U.S. broadcast law is a type of broadcast license which temporarily allows a broadcast station to operate outside of its normal technical or legal parameters. In the Federal Communications Commission (FCC) station database (CDBS), broadcast STA applications have a prefix of BSTA (general), BLSTA (legal), BESTA (engineering), or BLESTA (both). STAs can also be issued for other telecommunication services under FCC regulation. Often an STA is necessary due to an unforeseen event. A station operator must exhibit why the STA is necessary and serves the public good. A common reason to apply for STA is an equipment failure. In case a station cannot use its licensed antenna or transmission system, it can immediately continue operations using any available antenna or operating parts of existing system, as long as an STA is filed for within 24 hours.
