Julia Leung
Julia Leung Fung-yee, SBS () is the Chief Executive Officer of the Securities and Futures Commission (SFC) of Hong Kong. She was formerly one of the undersecretaries appointed by the Government of Hong Kong in 2008. Education Leung holds a Bachelor of Social Sciences degree from the Chinese University of Hong Kong and a Master of Science degree in journalism from the Columbia University. Career Leung joined the Hong Kong Monetary Authority (HKMA) in 1994 and was promoted to Executive Director (External) in 2000. She is a member of the Financial Services Advisory Committee of the Hong Kong Trade Development Council. The Hong Kong order of precedence is a nominal and symbolic hierarchy of important positions within the Government of Hong Kong. Administered by the government's Protocol Division, the hierarchy does not determine the order of succession for the office of Chief Executive, which is instead specified by the Basic Law of Hong Kong. James Henry Lau Jr. or Lau Yee Cheung (; born 24 April 1950) is a Hong Kong government official. He was Secretary for Financial Services and the Treasury from 2017 to 2020. Lau graduated from the University of Waterloo with a Bachelor of Mathematics (Computer Science and Statistics) Honours Degree and a Master of Mathematics Degree in Computer Science. He joined the Hong Kong government as an Administrative Officer (AO) in 1979 and was promoted through the ranks to AO Staff Grade C. Political Appointments System
The Political Appointments System is a scheme introduced in 2008 by the Hong Kong Government to reinforce its ministerial team by superseding the Principal Officials Accountability System and inserting two layers of politically appointed officials below the secretaries, who are political appointees. These appointees report only to the secretaries, but not the permanent secretaries, the highest-ranking civil servants. The appointment of undersecretaries and political assistants is an extension of the previous RPAS that was initially confined to principal officials. Prior to the introduction, there were 14 political appointees—3 Secretaries of Departments and 11 Directors of Bureaux.
