Mass media refers to a diverse array of media technologies that reach a large audience via mass communication. The technologies through which this communication takes place include a variety of outlets. Broadcast media transmit information electronically via media such as films, radio, recorded music, or television. Digital media comprises both Internet and mobile mass communication. The European Journalism Centre (EJC) is an independent, non-profit institute, based in Maastricht, Limburg, The Netherlands. Operations Its aim is to give further training to mid-career journalists and media professionals. The institute also acts a partner and organiser at the European level for media companies, professional organisations, journalism schools and government bodies seeking to establish activities and projects. Freedom House is a non-profit, majority U.S. government funded organization in Washington, D.C., that conducts research and advocacy on democracy, political freedom, and human rights. In Spain, the national 2011 "Ley de la Ciencia, la Tecnología y la Innovación" (Science, Technology and Innovation Act) requires open access publishing for research that has been produced with public funding. The first peer-reviewed open access Spanish journal, ''Relieve'', began in 1995. Publishers CSIC Press and Hipatia Press belong to the international Open Access Scholarly Publishers Association.
