José Ulises Macías Salcedo, Archbishop emeritus of the Archdiocese of Hermosillo, was born in León, Guanajuato, Mexico, on October 29, 1940. He studied Humanities in the Seminary of his native city, and studied philosophy and theology at the Pontifical Gregorian University in Rome, where later received a Licentiate (degree), Licentiate in Philosophy. He was then ordained a priest in León, Guanajuato, on April 10, 1966. Named bishop for the Diocese of Mexicali by Pope John Paul II, on 16 June 1984, and consecrated on 29 July, in the city of Mexicali, presided over by Apostolic Delegate Archbishop Girolamo Prigione. Carlos Quintero Arce (February 13, 1920 – February 15, 2016) was a Mexican prelate of the Catholic Church. At his death, he was the oldest Mexican bishop. Girolamo Prigione
Girolamo Prigione (12 October 1921 – 27 May 2016) was an Italian prelate of the Roman Catholic Church who worked in the diplomatic service of the Holy See from 1951 to 1997. He became an archbishop in 1968 and from then until retirement held positions at the rank of apostolic delegate or apostolic nuncio in several countries, including almost twenty years in Mexico where he became a controversial figure.
