Joseph Ephraim State (June 15, 1867 – August 10, 1923) was a Canadian provincial level politician and physician from Alberta. Early life Joseph Ephraim State was born June 15, 1867, in London, Ontario to James State and Mary State. He attended primary school in London and medical school at Detroit College of Medicine and Surgery. Political life State was first elected to the Legislative Assembly of Alberta as a representative for the controversial electoral district of Clearwater after the retirement of long time Alberta Liberal Party MLA Henry William McKenney. He was elected to his 1st term in office in the 1917 Alberta general election and was re-elected in the 1921 Alberta general election. Clearwater (provincial Electoral District)
Clearwater was a provincial electoral district in Alberta, Canada, mandated to return a single member to the Legislative Assembly of Alberta using the first past the post method of voting from 1913 to 1926. History The district was controversial because it had only 74 enumerated people when it was created under the 1913 redistribution. It was the smallest district in terms of population in Alberta history. After Joseph State died in 1924, the United Farmers government was facing a possible by-election in the district. The government decided to redistribute the riding and drop the seat from the Assembly. The riding was divided up between Pembina, Lac Ste. Anne and Peace River. Henry William McKenney
Henry William McKenney (February 24, 1848 – March 11, 1921) was a politician from Alberta, Canada. McKenney was born in Ontario, the son of a merchant and sailor. After attending schooling, he moved to Manitoba, where soon after he took part in the fur trade. He would briefly move back to Ontario, briefly working in the naval industry before working in the fur trade once again, until he ended up in the Northwest Territories while on a prospecting expedition. There he settled and established a mercantile business in St. Albert, where he settled and became one of its pioneer citizens, serving as the town's postmaster. After selling his business in 1903 and embarking on a trip for the benefit of his health, McKenney settled in Edmonton, where he would own several properties, including the McKenney Building. 1917 Alberta General Election
The 1917 Alberta general election was held on 7 June 1917 to elect members of the Legislative Assembly of Alberta. The Liberals won a fourth term in office, defeating the Conservative Party of Edward Michener. Because of World War I, eleven Members of the Legislative Assembly (MLAs) were re-elected by acclamation, under Section 38 of the ''Election Act'', which stipulated that any member of the 3rd Alberta Legislative Assembly, would be guaranteed re-election, with no contest held, if members joined for war time service. Eleven MLAs were automatically re-elected through this clause. (None were re-elected in the next election.) 1921 Alberta General Election
The 1921 Alberta general election was held on July 18, 1921, to elect members to the 5th Alberta Legislative Assembly. It was one of only five times that Alberta has changed governments. The Liberal Party, which had governed the province since its creation in 1905, led by Charles Stewart at the time of the election, was defeated by a very-new United Farmers of Alberta political party. The UFA was an agricultural lobby organization that was contesting its first general election. It had previously elected one MLA in a by-election. Under the Block Voting system, each voter in Edmonton and Calgary could vote for up to five candidates, while Medicine Hat voters could vote for up to two candidates.
