Joint Expeditionary Forensics Facilities
The Joint Expeditionary Forensics Facilities, or (JEFF), program provides crime scene investigation forensic science to the US military as a method to identify insurgents during counter-insurgency operations. The first battlefield forensics lab was an enterprise spearheaded by the Naval Criminal Investigative Service to support the Marine Corps in Al Anbar Province, Iraq. The lab was set up near Fallujah, Iraq, in March 2006 during Operation Iraqi Freedom. The NCIS lab began with only a latent print capability as this was perceived to be expeditionary part of CSI. In December 2006, the PMO/LEFL (Law Enforcement Forensics Lab) was established in Camp Victory, Baghdad, Iraq. Counterinsurgency (COIN) is "the totality of actions aimed at defeating irregular forces". The Oxford English Dictionary defines counterinsurgency as any "military or political action taken against the activities of guerrillas or revolutionaries" and can be considered war by a state against a non-state adversary. Insurgency and counterinsurgency campaigns have been waged since ancient history. However, modern thinking on counterinsurgency was developed during decolonization. Within the military sciences, counterinsurgency is one of the main operational approaches of irregular warfare. Multi-National Corps – Iraq (MNC-I) was a formerly multinational, later U.S. only, army corps created on 15 May 2004, fighting the Iraq War. Its superior body, the Multi-National Force-Iraq (MNF-I) had replaced Combined Joint Task Force 7 on May 15, 2004. The change was made due to "concerns that had existed for some period of time, that the Combined Joint Task Force 7 headquarters was not sufficient to handle the range of military operations in Iraq, including peace support, civil military operations, and at the same time conduct strategic engagement such as talking to the sheiks and talking to the political authorities."
