John T. Heard
John Taddeus Heard (October 29, 1840 – January 27, 1927) was a Democratic Representative representing Missouri from March 4, 1885, to March 3, 1895. Heard was born in Georgetown, Missouri, in Pettis County, Missouri. He graduated from the University of Missouri in 1860. He was admitted to the bar in 1862 and practiced law in Sedalia, Missouri. He was a member of the Missouri State House of Representatives in 1872–1875; Missouri State Senate in 1880–1884; employed in 1881 by the fund commissioners of the State to prosecute and adjust all claims of the State against the General Government. While in Congress he was chairman, Committee on District of Columbia (Fifty-third Congress); unsuccessful candidate for reelection in 1894 to the Fifty-fourth Congress; delegate to the 1904 Democratic National Convention. Missouri's 6th congressional district takes in a large swath of land in northern Missouri, stretching across nearly the entire width of the state from Kansas to Illinois. Its largest voting population is centered in the northern portion of the Kansas City metropolitan area and the town of St. Joseph. The district includes nearly all of Kansas City north of the Missouri River (including Kansas City International Airport). Missouri State Senate
The Missouri Senate is the upper chamber of the Missouri General Assembly. It has 34 members, representing districts with an average population of 174,000. Its members serve four-year terms, with half the seats being up for election every two years. The Senate chooses a President Pro Tempore to serve in the absence of the lieutenant governor or when he shall have to exercise the office of governor of Missouri if there is a vacancy in that office due to death, resignation, impeachment, or incapacitation. Members of the Missouri General Assembly are prohibited from serving more than eight years in either the state house of representatives or state senate, or a total of sixteen years, due to statutory term limits. Richard Henry Norton
Richard Henry Norton (November 6, 1849 – March 15, 1918) was a U.S. Representative from Missouri. Born in Troy, Missouri, Norton attended the common schools and Saint Louis University, where he took a classical course. He graduated from the law school of Washington University in St. Louis in 1870. He was admitted to the bar and commenced practice in Troy, Missouri. Norton was elected as a Democrat to the Fifty-first and Fifty-second Congresses (March 4, 1889 – March 3, 1893). He was an unsuccessful candidate for reelection in 1892 to the Fifty-third Congress. He resumed the practice of law and also engaged in agricultural pursuits. He died in St. Louis, Missouri, March 15, 1918.
