Kreis Fellin (''Viljandi kreis'', ''Феллинский уезд'') was one of the nine subdivisions of the Governorate of Livonia of the Russian Empire. It was situated in the northern part of the governorate (in present-day southern Estonia). Its capital was Viljandi (''Fellin''). Tõrva () is a town ( et, linn) in Tõrva Parish, Valga County, southern Estonia. It is situated on the banks of Õhne River. Tõrva has an area of and a population of 2800 (as of 1 January 2009), making it the second largest of the three towns in Valga County. Tõrva borough () gained its town rights on 2 July 1926.
