Javid Husain
Javid Husain ( ur, ; born 3 March 1944) is a Diplomat, from the Foreign Service of Pakistan, who has had a distinguished career during which he served as the Ambassador of Pakistan to the Netherlands (1992–1995), the Republic of Korea (1995–1997) and Iran (1997–2003). During his tenure at Tehran, he was also the Pakistan Permanent Representative to the Economic Cooperation Organization (ECO). In August 1999, Ambassador Javid Husain was promoted to BPS-22, the highest grade in the Pakistan civil service (equivalent in rank to the Foreign Secretary/Vice Foreign Minister). From January 2003 to March 2004, he was the senior most serving officer of the Foreign Service of Pakistan. His last position within the Foreign Service of Pakistan was as the Head/Director-General of the Foreign Service Academy from 2003 to 2004. Central Superior Services Of Pakistan
The Central Superior Services (CSS; or Civil Service) is a permanent elite civil service authority, and the civil service that is responsible for running the bureaucratic operations and government secretariats and directorates of the Cabinet of Pakistan. The Prime Minister is the final authority on all matters regarding the civil service. The civil service defined itself as "key wheels on which the entire engine of the state has to move." Derived from the colonial legacy of the former British Civil Service, the civil service came into its modern formation immediately after the establishment of Pakistan as a "Civil Service of Pakistan". Grade 22
Grade 22 (also referred to as BPS-Apex) is the highest attainable rank for a Civil Servant in Pakistan. Grade 22 is equal to a 4-star rank of the Pakistan Armed Forces. With over five hundred thousand civil servants and bureaucrats in Pakistan, only a few dozen officers serve in BPS-22 grade at a given time. Hence, not even 0.008% of the country's civil servants and/or bureaucrats make it to the highest rank. Officers serving in BPS-22 grade are largely considered to be the most influential individuals in the country. Each officer who reaches Grade-22 has, on average, a civil service career spanning over 30 years to 32 years. Elevation to Grade-22 is decided by the High Powered Selection Board (HPSB), which is chaired by the Prime Minister of Pakistan.
