Senator Of Colombia
The Senate of the Republic of Colombia ( es, Senado de la República de Colombia) is the upper house of the Congress of Colombia, with the lower house being the House of Representatives. The Senate has 108 members elected for concurrent (non-rotating) four-year terms. Electoral system According to the Colombian Constitution, 100 senators (''senadores'') are elected from a single national constituency. The remaining two are elected in a special national constituency for Indigenous communities. Colombian citizens living outside the country are eligible to vote, although, unlike in the lower house, they have no special representatives in the Senate. For elections to the Senate in the national constituency, political parties or other movements and groups run single lists, with a number of candidates not exceeding the total number of seats to be filled. The current electoral system, adopted in 2003 and modified in 2009 and 2015, requires party lists to pass a 3% threshold in ord ...

Electoral List
An electoral list is a grouping of candidates for election, usually found in proportional or mixed electoral systems, but also in some plurality electoral systems. An electoral list can be registered by a political party (a party list) or can constitute a group of independent candidates. Lists can be open, in which case electors have some influence over the ranking of the winning candidates, or closed, in which case the order of candidates is fixed at the registration of the list. Electoral lists are required for party-list proportional representation systems. An electoral list is made according to the applying nomination rules and election rules. Open List
Open list describes any variant of party-list proportional representation where voters have at least some influence on the order in which a party's candidates are elected. This is as opposed to closed list, which allows only active members, party officials, or consultants to determine the order of its candidates and gives the general voter no influence at all on the position of the candidates placed on the party list. Additionally, an open list system allows voters to select individuals rather than parties. Different systems give the voter different amounts of influence to change the default ranking. The voter's choice is usually called preference vote; the voters are usually allowed one or more preference votes to the open list candidates. Variants Relatively closed A "relatively closed" open list system is one where a candidate must get a ''full quota'' of votes on their own to be assured of winning a seat. (This quota, broadly speaking, is the total number of votes cast d ...

Álvaro Uribe Vélez
Álvaro (, , ) is a Spanish, Galician and Portuguese male given name and surname (see Spanish naming customs) of Visigothic origin. Some claim it may be related to the Old Norse name Alfarr, formed of the elements ''alf'' "elf" and ''arr'' "warrior", but the absence of Visigothic names containing the particle "alf" or "elf" evident in Kremer's Onomastik suggests that it may come from other forms, like "all" and maybe "ward". Envoy Extraordinary And Minister Plenipotentiary
An envoy extraordinary and minister plenipotentiary, usually known as a minister, was a diplomatic head of mission who was ranked below ambassador. A diplomatic mission headed by an envoy was known as a legation rather than an embassy. Under the system of diplomatic ranks established by the Congress of Vienna (1815), an envoy was a diplomat of the second class who had plenipotentiary powers, i.e., full authority to represent the government. However, envoys did not serve as the personal representative of their country's head of state. Until the first decades of the 20th century, most diplomatic missions were legations headed by diplomats of the envoy rank. Ambassadors were only exchanged between great powers, close allies, and related monarchies. After World War II it was no longer considered acceptable to treat some nations as inferior to others, given the United Nations doctrine of equality of sovereign states. The rank of envoy gradually became obsolete as countries upgraded th ...

Semana
''Semana'' (Spanish: ''Week'') is a weekly magazine in Colombia. History ''Semana'' was founded in 1946 by Alberto Lleras Camargo (who would become president of Colombia in 1958) and that folded in 1961. It was relaunched by journalist Felipe López Caballero in 1983. Development , the person who restarted the magazine, took two earlier Colombian magazines as models. One was Camargo's ''Semana''; the other was '' :es:Alternativa'', a left-wing weekly published by Enrique Santos and Gabriel García Márquez. The foreign magazines that he strove to imitate were ''Time'' and ''Newsweek''. Recalling the prestige that had been enjoyed by Lleras's magazine, López asked for, and was given, permission to use the same name. The first issue came out on 12 May 12 1982. Its cover story was about terrorism. Some of ''Semana''s most important reporting has been about Pablo Escobar, the drug trafficking kingpin.
