The Congress of Deputies ( es, link=no, Congreso de los Diputados, italic=unset) is the lower house of the Cortes Generales, Spain's legislative branch. The Congress meets in the Palace of the Parliament () in Madrid. It has 350 members elected by constituencies (matching fifty Spanish provinces and two autonomous cities) by closed list proportional representation using the D'Hondt method. Deputies serve four-year terms. The presiding officer is the President of the Congress of Deputies, who is elected by the members thereof. It is the analogue to a speaker. In the Congress, MPs from the political parties, or groups of parties, form parliamentary groups. Cantabria—Santander until 1982—is one of the 52 constituencies ( es, circunscripciones) represented in the Congress of Deputies, the lower chamber of the Spanish parliament, the Cortes Generales. The constituency currently elects five deputies. Its boundaries correspond to those of the Spanish province of Cantabria. The electoral system uses the D'Hondt method and a closed-list proportional representation, with a minimum threshold of three percent. Oviedo (; ast, Uviéu ) is the capital city of the Principality of Asturias in northern Spain and the administrative and commercial centre of the region.
