José dos Reis Francisco Abel is an East Timorese politician who served as Secretary of State for Rural Development and Cooperatives from 2007 to 2010. He was educated at the University of East Anglia where he was as Chevening Scholar, graduating with an MSc in Environment and Development in 2004. The Chevening Scholarship is an international scholarship, funded by the British Foreign and Commonwealth Office, that lets foreign students with leadership qualities study at universities in the United Kingdom. The National Parliament ( tet, Parlamentu Nasionál, pt, Parlamento Nacional) is the unicameral national legislature in East Timor. It was created in 2001 as the Constituent Assembly while the country was still administered by the United Nations, but renamed itself to the National Parliament with the attaining of national independence on 20 May 2002.
