Joseph Weldon Bailey Jr.
Joseph Weldon Bailey Jr. (December 15, 1892 – July 17, 1943) was a member of the United States House of Representatives from Texas. His father, Joseph Weldon Bailey, was a member of both houses of the United States Congress. Biography Bailey was born in Gainesville, Texas. He attended public schools in Gainesville and then Washington, D.C. He graduated in 1915 from Princeton University and from the University of Virginia School of Law in 1919. He served in the United States Army from 1917 to 1919 during World War I and achieved the rank of first lieutenant as a member of the 314th Field Artillery regiment, a unit of the 80th Division. Texas's At-large Congressional Seat
Texas has had at-large congressional seats at various times in its history. It was often the case when the state received new congressional seats as a result of reapportionment, that it would have a representative elected from an at-large seat, voted on by all voters in the state. This enabled the legislature, which was dominated by legislators from rural districts, to postpone re-districting that would reduce their power by apportioning districts to recognize the increased population and economic power of the developing major cities. In keeping with the traditions of the militaries of most nations, the rank varies between the services, being a senior rank in the naval services and a junior rank in the ground and air forces. Tom Connally
Thomas Terry Connally (August 19, 1877October 28, 1963) was an American politician, who represented Texas in both the U.S. Senate and the House of Representatives, as a member of the Democratic Party. He served in the U.S. House of Representatives from 1917 to 1929, and in the U.S. Senate from 1929 to 1953. Connally led the opposition to federal anti-lynching legislation in the late 1930s, filibustering the Anti-Lynching Bill of 1937. He advocated in favor of Jim Crow laws, for example opposing equal education for black people. In the House, Connally was a staunch Wilsonian Democrat who campaigned in favor of the League of Nations, and the World Court. In the Senate, he chaired the Committee on Foreign Relations from 1941, giving strong support to President Franklin Roosevelt's anti—German and anti-Japanese policies.
