Joseph Lai
Joseph Lai Chi-keong (; born 13 December 1947) is a Hong Kong educator and politician. He is a former chairman of the Eastern District Council and former member of the Eastern District Council since 1988, having representing Fei Tsui from 1994 until 2021. He is member of the Civic Party and a former member of the Democratic Party and Urban Council. Biography As a teacher, Lai joined the Hong Kong Professional Teachers' Union (HKPTU) in the 1980s. He ran in the 1988 District Board election in Chai Wan West. He was the founding member of the United Democrats of Hong Kong and later Democratic Party. He contested in the 1995 Urban Council election in Quarry Bay and was elected with nearly 6,000 votes. He remained as Eastern District Councillor after 1997. In 2000 and 2004 Legislative Council elections, he ran on the Democratic Party's ticket, placing the fourth place and the third place respectively. Eastern District Council
The Eastern District Council is the district council for the Eastern District in Hong Kong. It is one of 18 such councils. The Eastern District Council currently consists of 35 members, of which the district is divided into 35 constituencies, electing a total of 35 members. The last election was held on 24 November 2019. History The Eastern District Council was established on 28 October 1981 under the name of the Eastern District Board as the result of the colonial Governor Murray MacLehose's District Administration Scheme reform. The District Board was partly elected with the ''ex-officio'' Urban Council members, as well as members appointed by the Governor until 1994 when last Governor Chris Patten refrained from appointing any member. The Eastern District Board became Eastern Provisional District Board after the Hong Kong Special Administrative Region (HKSAR) was established in 1997 with the appointment system being reintroduced by Chief Executive Tung Chee-hwa. (See: legal personality) History The concept of functional constituencies (FC) in Hong Kong was first developed in the release of "Green Paper: A Pattern of District Administration in Hong Kong" on 18 July 1984 when indirect elections were introduced to the Legislative Council for the first time. The paper suggested that the Legislative Council create 24 seats with 12 seats from different professional interest groups.
