Joseph Eloi Broussard
Joseph Eloi Broussard (December 16, 1866 – October 6, 1956) was a pioneer rice grower and miller in southeast Texas. He was born and grew up near Beaumont, Texas. In 1892 he converted a grist mill into the Beaumont Rice Mill, the first commercially successful rice mill in the state of Texas. He also established an irrigation company (later absorbed by the Lower Neches Valley Authority) to create an irrigation system to support rice agriculture. As a result of his work, the cultivation of rice expanded from 1500 acres locally in 1892 to 400,000 acres in 23 Texas counties by the time of Broussard's death. His leadership and landholdings resulted in rice being cultivated in peak years on some 40,000 acres in the local area. As the mill processed rice, it helped rice become an important commodity crop of the early residents of Beaumont. Beaumont is a coastal city in the U.S. state of Texas. Rice Huller
A rice huller or rice husker is an agricultural machine used to automate the process of removing the chaff (the outer husks) of grains of rice. Throughout history, there have been numerous techniques to hull rice. Traditionally, it would be pounded using some form of mortar and pestle. An early simple machine to do this is a rice pounder. Later even more efficient machinery was developed to hull and polish rice. These machines are most widely developed and used throughout Asia where the most popular type is the Engelberg huller designed by German Brazilian engineer Evaristo Conrado Engelberg in Brazil and first patented in 1885. The Engelberg huller uses steel rollers to remove the husk. Lower Neches Valley Authority
The Lower Neches Valley Authority was established in 1933 by the state legislature as a district to store, control, conserve, and utilize the water of the lower Neches River valley in Texas. The LNVA, the second river district created by the state of Texas, is currently one of 23 river districts in the state. It includes all of Jefferson, Hardin, and Tyler counties and parts of Jasper, Liberty, and Chambers counties. Governance The LNVA is governed by a board of nine directors appointed by the Texas Water Development Board. Until 1943 the authority was without any facilities to produce revenue. Since 1943 the irrigation system has been renovated many times. It supplies water to the cities (except Beaumont), industry, and rice growers of Jefferson County and portions of Chambers and Liberty counties. Hamshire, Texas
Hamshire ( ) is an unincorporated community in western Jefferson County, Texas, United States. It is part of the Beaumont– Port Arthur Metropolitan Statistical Area and located on State Highway 124 twenty miles southwest of Beaumont. It was probably named for Lovan Hamshire, who developed the land as early as the 1870s. Hamshire was on the Gulf and Interstate Railway with a post office being established there in 1897. A townsite plat was filed in 1911 by Theodore F. Koch. Another major land dealer, Herbert Roedenbeck, subdivided additional land south of the railroad later that year, giving the subdivision the name ''Hamshire Gardens''. Although there was interest shown by local rice farmers, Hamshire had only fifty inhabitants in 1928. Jefferson County is a county in the Coastal Plain or Gulf Prairie region of Southeast Texas. The Neches River forms its northeast boundary. As of the 2020 census, the population was 256,526. The county seat is Beaumont. Jefferson County has the highest percentage of African Americans in the state of Texas.
