Jorge Noguera
Jorge Aurelio Noguera Cotes (born 25 September 1963) is a Colombian lawyer, former Director of the Administrative Department of Security (DAS), the intelligence service agency of Colombia and a polemical convicted murderer who served during the direct orders of the president Álvaro Uribe Vélez. A Liberal party politician, he served as regional campaign manager in the Department of Magdalena for then-candidate Álvaro Uribe Vélez during the 2002 presidential elections. After Uribe's victory in the elections, Noguera was appointed Director of the DAS, serving from 2002 to 2005, after which time he was appointed Consul-General if Colombia in Milan in 2006. Administrative Department Of Security
The Administrative Department of Security ( es, Departamento Administrativo de Seguridad, DAS) was the security service agency of Colombia, which was also responsible for border and immigration services. It was dissolved on 31 October 2011 as part of a wider Executive Reform, and was replaced by the Dirección Nacional de Inteligencia (DNI). Activities DAS was tasked with providing security to state institutions and VIPs, providing judiciary police investigative services and serving as a counter-intelligence service to both external and internal threats. At DAS, citizens and foreigners living in Colombia could obtain their background records, a common requirement for a variety of transactions and services involving both state and private institutions. Aggravation (law)
Aggravation, in law, is "any circumstance attending the commission of a crime or tort which increases its guilt or enormity or adds to its injurious consequences, but which is above and beyond the essential constituents of the crime or tort itself." Aggravated assault, for example, is usually differentiated from simple assault by the offender's intent (e.g., to murder or to rape), the extent of injury to the victim, or the use of a deadly weapon. An aggravating circumstance is a kind of attendant circumstance and the opposite of an extenuating or mitigating circumstance, which decreases guilt. ''Semana'' (Spanish: ''Week'') is a weekly magazine in Colombia. History ''Semana'' was founded in 1946 by Alberto Lleras Camargo (who would become president of Colombia in 1958) and that folded in 1961. It was relaunched by journalist Felipe López Caballero in 1983. Development , the person who restarted the magazine, took two earlier Colombian magazines as models. One was Camargo's ''Semana''; the other was '' :es:Alternativa'', a left-wing weekly published by Enrique Santos and Gabriel García Márquez. The foreign magazines that he strove to imitate were ''Time'' and ''Newsweek''.
