Puerto Rico Senatorial District IV, also known as the Senatorial District of Mayagüez-Aguadilla, is one of the eight senatorial districts of Puerto Rico. San Germán (, ) is a historic town and municipality located in the Sabana Grande Valley of southwestern region of Puerto Rico, south of Mayagüez and Maricao, north of Lajas, east of Hormigueros and Cabo Rojo, and west of Sabana Grande. The Senate of Puerto Rico ( es, Senado de Puerto Rico) is the upper house of the Legislative Assembly of Puerto Rico, the territorial legislature of Puerto Rico. The Senate, together with the House of Representatives of Puerto Rico, control the legislative branch of the government of Puerto Rico. The structure and responsibilities of the Senate are defined in Article III of the Constitution of Puerto Rico which vests all legislative power in the Legislative Assembly. Jorge Alberto Ramos Comas (September 11, 1946 – August 20, 2000) was a Puerto Rican politician and former senator. He was a member of the Senate of Puerto Rico from 1997 to 2000 representing the Popular Democratic Party (PPD). Early years and studies Jorge Alberto Ramos Comas was born on September 11, 1946, in Mayagüez, Puerto Rico. He finished his elementary and high school in his hometown. In 1968, Ramos received a Bachelor's degree in Social Science from the Pontifical Catholic University of Puerto Rico. Professional career Ramos worked for five years for the Puerto Rico Department of Education. As a library teacher, he contributed to the creation of a rural newspaper.
