Johnny Abbes García
Johnny Abbes García (1924, Santo Domingo – 1967, Haiti) was the chief of the governmental intelligence office – the ''Servicio de Inteligencia Militar'' (Military Intelligence Service) – during the dictatorship of Rafael Trujillo in the Dominican Republic. He ruled under Trujillo during the end of the Third Republic, and later served the Duvalier dynasty in Haiti. Rise to power Abbes was born in 1924 in Santo Domingo, the son of a German American accountant and a Dominican woman. As a young man he was interested in sports, and one of his first jobs was as a sports reporter. In the mid-fifties, he moved to Mexico, where he worked as an official in the Dominican embassy. He started to gather information on anti-Trujillo dissidents and relayed this information to the island. Abbes also studied the technical aspects of spying and intelligence gathering. Servicio De Inteligencia Militar
The Servicio de Inteligencia Militar (SIM) (English: Military Intelligence Service) was the main secret police force and death squad during the later part of the dictatorship of Rafael Trujillo to keep control within the Dominican Republic. Operation Around 1957 the Department of State for Security, headed by General Arturo Espaillat was dissolved, replaced by SIM and its sister agency, the Servicio Central de Inteligencia (SCI). Under the leadership of Johnny Abbes García, SIM employed thousands of people and was involved in immigration, passports, censorship, supervision of aliens, and undercover work. At the Palace of Communications some fifty people intercepted and recorded domestic and foreign phone conversations. Its secret activities used murder, kidnapping, extorsion and terror to achieve its goals. Money was spent to lobby American legislators. Joaquín Balaguer
Joaquín Antonio Balaguer Ricardo (1 September 1906 – 14 July 2002) was a Dominican politician, scholar, writer, and lawyer. He was President of the Dominican Republic serving three non-consecutive terms for that office from 1960 to 1962, 1966 to 1978, and 1986 to 1996. His enigmatic, secretive personality was inherited from the Trujillo era, as well as his desire to perpetuate himself in power through dubious elections and state terrorism, and he was considered to be a ''caudillo''. His regime of terror claimed 11,000 victims who were either tortured or forcibly disappeared and killed. Nevertheless, Balaguer was also considered to be instrumental in the liberalization of the Dominican government, and his time as leader of the Dominican Republic saw major changes such as legalized political activities, surprise army promotions and demotions, promoting health and education improvements and instituting modest land reforms. François Duvalier
François Duvalier (; 14 April 190721 April 1971), also known as Papa Doc, was a Haitian politician of French Martiniquan descent who served as the President of Haiti from 1957 to 1971. He was elected president in the 1957 general election on a populist and black nationalist platform.
