John Wesley Forbes II (born August 24, 1956) is an American government official who served as Virginia Secretary of Finance in the cabinet of Republican Jim Gilmore. He was sentenced to 10 years in federal prison in 2010 for embezzling from the Virginia Tobacco Indemnification and Community Revitalization Commission. James Stuart Gilmore III (born October 6, 1949) is an American politician, diplomat, statesman, and former attorney who was the 68th Governor of Virginia from 1998 to 2002 and Chairman of the Republican National Committee in 2001. A native Virginian, Gilmore graduated with a Bachelor of Arts and a Juris Doctor from the University of Virginia, and then served in the U.S. Army as a counterintelligence agent. He was later elected to public office as a county prosecutor, as the Attorney General of Virginia, and as Governor of Virginia.
