Sir John Keane, 5th Baronet
Sir John Keane, 5th Baronet, DSO (3 June 1873 – 30 January 1956) was an Irish barrister and politician. Early life Keane was the son of Sir Richard Keane, 4th Baronet and Adelaide Vance, daughter of John Vance MP. He was educated at Clifton College and Royal Military Academy Woolwich. He succeeded his father as 5th Baronet in 1892 and was appointed High Sheriff of County Waterford for 1911–1912. He was a member of Seanad Éireann and a director of Bank of Ireland becoming Governor (Chairman) from 1941 to 1943. Military career He was commissioned into the Royal Field Artillery on 17 June 1893; served in South Africa during the Second Boer War (mentioned in despatches, London Gazette 10 September 1901, Queen's South Africa Medal). Independent Politician (Ireland)
Independent politicians contest elections without the support of a political party. They have played a continuous role in the politics of the Republic of Ireland since its independence in 1922. Provision for independents in electoral law If a candidate is not the candidate of a registered political party, they may be nominated for elections to Dáil Éireann with the assent of 30 electors in the constituency, for elections to the European Parliament with the assent of 60 electors in the constituency, and for local elections with the assent of 15 electors in the local electoral area. They may choose to have the designation non-party next to their name on the ballot paper. Seanad Éireann
Seanad Éireann (, ; "Senate of Ireland") is the upper house of the Oireachtas (the Irish legislature), which also comprises the President of Ireland and Dáil Éireann (the lower house). It is commonly called the Seanad or Senate and its members senators (''seanadóirí'' in Irish, singular: ''seanadóir''). Unlike Dáil Éireann, it is not directly elected but consists of a mixture of members chosen by various methods. Its powers are much weaker than those of the Dáil and it can only delay laws with which it disagrees, rather than veto them outright. It can introduce new legislation. Labour Panel
The Labour Panel ( ga, An Rolla Oibreachais) is one of five vocational panels which together elect 43 of the 60 members of Seanad Éireann, the upper house of the Oireachtas (the legislature of Ireland). The Labour Panel elects eleven senators. Election Article 18 of the Constitution of Ireland provides that 43 of the 60 senators are to be elected from five vocational panels. The Labour Panel is defined in Article 18.7.1º (iii) as "Labour, whether organised or unorganised". The Seanad returning officer maintains a list of nominating bodies for each of the five panels. Candidates may be nominated either by four members of the Oireachtas or by a nominating body. The electorate consists of city and county councillors and current members of the Oireachtas. Frederick Joseph Hawkins (died 2 August 1956) was an Irish politician. He was an Independent member of Seanad Éireann from 1938 to 1944, and 1946 to 1956. He was first elected to the 2nd Seanad in April 1938 by the Labour Panel. He was re-elected in August 1938 and 1943, again by the Labour Panel but lost his seat at the 1944 Seanad election.
