John Newcome (politician)
John Joseph Newcome (died 1938) was an independent Irish politician. He was a member of Seanad Éireann from April to August 1938. He was elected to the 2nd Seanad in April 1938 by the Administrative Panel. He lost his seat at the August 1938 Seanad election. He was a governor of the Mount Street Club The Mount Street Club was a charity in Ireland for the unemployed of Dublin. Independent Politician (Ireland)
Independent politicians contest elections without the support of a political party. They have played a continuous role in the politics of the Republic of Ireland since its independence in 1922. Provision for independents in electoral law If a candidate is not the candidate of a registered political party, they may be nominated for elections to Dáil Éireann with the assent of 30 electors in the constituency, for elections to the European Parliament with the assent of 60 electors in the constituency, and for local elections with the assent of 15 electors in the local electoral area. They may choose to have the designation non-party next to their name on the ballot paper. Seanad Éireann
Seanad Éireann (, ; "Senate of Ireland") is the upper house of the Oireachtas (the Irish legislature), which also comprises the President of Ireland and Dáil Éireann (the lower house). It is commonly called the Seanad or Senate and its members senators (''seanadóirí'' in Irish, singular: ''seanadóir''). Unlike Dáil Éireann, it is not directly elected but consists of a mixture of members chosen by various methods. Its powers are much weaker than those of the Dáil and it can only delay laws with which it disagrees, rather than veto them outright. It can introduce new legislation. This is a list of the members of the 2nd Seanad Éireann, the upper house of the Oireachtas (legislature) of Ireland. These Senators were elected or appointed in March 1938 and served until the close of poll for the 3rd Seanad in July 1938. Composition of the 2nd Seanad The Free State Seanad was elected in stages and thus considered to be in permanent session, and although there were five Seanad elections held before its abolition, is considered to have been a single Seanad for the duration of its existence and is thus referred for that whole period as the First Seanad. It was abolished by the Constitution (Amendment No. 24) Act 1936, with its last meeting on 19 May 1936. Administrative Panel
The Administrative Panel () is one of five vocational panels which together elect 43 of the 60 members of Seanad Éireann, the upper house of the Oireachtas (the legislature of Ireland). The Administrative Panel elects seven senators. Election Article 18 of the Constitution of Ireland provides that 43 of the 60 senators are to be elected from five vocational panels. The Administrative Panel is defined in Article 18.7.1º(v) as "Public Administration and social services, including voluntary social activities". The Seanad returning officer maintains a list of nominating bodies for each of the five panels. Candidates may be nominated either by four members of the Oireachtas or by a nominating body. Mount Street Club
The Mount Street Club was a charity in Ireland for the unemployed of Dublin. It took its name from the location of its premises at 81–82 Lower Mount Street and as an ironic echo of the Kildare Street Club, former bastion of the Protestant Ascendancy. History Its premises were at 81–82 Lower Mount Street, allotments beside the railway line at Sydney Parade and Merrion, and a farm in Clondalkin. Men as members could earn "tallies" (paper scrip) which they could exchange for food, clothing, fuel or furniture on a barter or time-banking system. It was founded in 1934 by James Hardress de Warrenne Waller and Philip Somerville-Large. Members produced or obtained food, clothing, and furniture. Lessons in making and repairing works were given, and applied to items donated to the club.
