John Franklin Mandt Jr. (born May 8, 1963) is an American businessman, politician, who formerly served as a Republican member of the West Virginia House of Delegates, representing District 16, which includes parts of Cabell and Lincoln counties. First elected in 2018, he resigned after it was reported he made homophobic remarks in a private Facebook chat. Sean Hornbuckle (born September 2, 1985) is an American politician who has served in the West Virginia House of Delegates from the 16th district since 2014. In 2023, Hornbuckle was elected Minority Leader of the House of Delegates after his predecessor, Doug Skaff, stepped down from the post. Education Hornbuckle attended Huntington High School, graduating in 2003. He received a bachelor of arts in sports management and marketing from Marshall University in 2007 and a master's in business administration in 2010.
