John Houghton (Manx Politician)
John Ramsey Houghton Member of the House of Keys, MHK (born 1958/1959 in Douglas, Isle of Man) is a former Isle of Man politician who served as Member of the House of Keys for Douglas, Isle of Man, Douglas North until losing his seat in the 2016 Manx general election, 2016 Manx General Election. He has two daughters. Political career Houghton is an outspoken critic of the Isle of Man Constabulary and its former Chief Constable, Mike Culverhouse. During the 'Manx Bugging Scandal' in 2000, he publicly supported former Deputy Chief Constable Neil Kinrade. Houghton previously served as a Commandant of the Special Constabulary and Chairman of the Civil Service Commission (Isle of Man), Civil Service Commission. Manx People
The Manx (; gv, ny Manninee) are an ethnic group originating on the Isle of Man in the Irish Sea in northern Europe. Their native culture has significant Norse-Gaels, Norse-Gaelic, Celts, Celtic, and English people, English influences. The Manx language descends from Middle Irish. Manx Radio
Manx Radio (legally Radio Manx Ltd.) ( gv, Radio Vannin) is the national commercial radio station for the Isle of Man. It began broadcasting on 29 June 1964, almost ten years before commercial radio was licensed in the United Kingdom. The Isle of Man, having its own government and laws, was not subject to the rules prohibiting commercial broadcasting in the UK. However, the Manx Government still had to apply to the UK's General Post Office for a frequency and for permission to broadcast. First requested in 1960, a licence was eventually granted in May 1964. It was allocated an FM frequency of 89.0 MHz and a comparatively low power of 50 watts. In October 1964, an additional frequency of 1594 kHz AM was allocated to the station to provide greater coverage, although again at a limited power of 50 watts. Civil Service Commission
A civil service commission is a government agency that is constituted by legislature to regulate the employment and working conditions of civil servants, oversee hiring and promotions, and promote the values of the public service. Its role is roughly analogous to that of the human resources department in corporations. Civil service commissions are often independent from elected politicians. In Fiji for example, the PSC reviews government statutory powers to ensure efficiency and effectiveness in meeting public sector management objectives. It also acts as the human relations department, or central personnel authority, for the citizens' interactions with the government. The Isle of Man Water and Sewerage Authority (Manx: ''Lught-reill Ushtey as Sornaigys Ellan Vannin'') was the Isle of Man Government, statutory board responsible for water supply and sewage disposal in the Isle of Man. It was formed in 1972 as the 'Isle of Man Water Authority' by the merger of the Isle of Man Water Board and the Water Department of Douglas, Isle of Man, Douglas Corporation. Unparliamentary Language
Parliaments and legislative bodies around the world impose certain rules and standards during debates. Tradition has evolved that there are words or phrases that are deemed inappropriate for use in the legislature whilst it is in session. In a Westminster system, this is called unparliamentary language and there are similar rules in other kinds of legislative systems. This includes, but is not limited to, the suggestion of dishonesty or the use of profanity. Most unacceptable is any insinuation that another member is dishonourable. So, for example, in the British House of Commons any direct reference to a member as lying is unacceptable. The Speaker of the House of Keys () is the principal officer of the House of Keys, the lower house of the Isle of Man legislature. The Speaker is elected from the membership of the House at its first sitting after an election. He is responsible for controlling the procedure of the House and for the authoritative interpretation of its standing orders. He sets the business of the House and authorises the order of business of the House for each sitting. The Speaker uses the letters SHK after his name. The Speaker is not entitled to speak in debates in the House, but is entitled to vote. If a vote is tied, convention dictates that he votes to continue debate or retain the status quo. President Of Tynwald
The President of Tynwald (''Eaghtyrane Tinvaal'') is the presiding officer at the sittings of Tynwald Court in Douglas and is elected by the members of Tynwald from amongst their number. The first elected President, Charles Kerruish, was elected in 1990 and held office until his retirement in 2000. The presiding officer remains impartial but has, in the case of a tied vote in the Legislative Council on a division, has a casting vote. The President authorises the Order Paper for sittings, is responsible for controlling the procedure of Tynwald Court and for the authoritative interpretation of its Standing Orders.
