Jim Carns
Jim Carns (born September 21, 1940) is an American politician and businessman (manufacturing). He is a member of the Alabama House of Representatives from the 48th District. He is a member of the Republican party. He previously served from 1990 to 2006 in the House when he decided to run for Jefferson County Commissioner and was elected in 2006 serving one term and then ran again for his former House seat in 2012 and presently serves in the Alabama House of Representatives. He chairs the 18-member Jefferson County Legislative Delegation (elected by his peers 4 of his 5 legislative terms). Past Chairman House Republican Caucus, serving as Minority Leader. Blount County, Alabama
Blount County is a county located in the U.S. state of Alabama. As of the 2020 census, the population was 59,134. Its county seat is Oneonta. Blount County is a moist county. In the November 6, 2012 elections, a countywide ballot initiative to allow alcohol sales was narrowly defeated, but Blountsville, Cleveland and Oneonta have allowed for the sale of alcohol since 2013. Blount County has been dubbed the "Covered Bridge Capital of Alabama" since it has more historic covered bridges standing within a single county than any other in the state - with earlier covered bridges known of. Temporary Assistance for Needy Families (TANF ) is a federal assistance program of the United States. It began on July 1, 1997, and succeeded the Aid to Families with Dependent Children (AFDC) program, providing cash assistance to indigent American families through the United States Department of Health and Human Services. TANF is often simply referred to as ''welfare''. The TANF program, emphasizing the welfare-to-work principle, is a grant given to each state to run its own welfare program and designed to be temporary in nature and has several limits and requirements. Voter ID laws in the United States are laws that require a person to provide some form of official identification before they are permitted to register to vote, receive a ballot for an election, or to actually vote in elections in the United States.
