Jesús Amezcua Contreras
José de Jesús Amezcua Contreras (born c. 1975, along with his brothers Adán and Luis, was a leader of the Colima Cartel, a Mexican methamphetamine and meth-precursor smuggling organization. The Colima cartel has become a branch of the Sinaloa Cartel as are the Milenio Cartel, Guadalajara Cartel, and Sonora Cartels. Arrest On June 1, 1998, Luis and Jesús Amezcua were arrested in Guadalajara by agents from the Mexican counter-narcotics agency, Fiscalía Especial para Atención a los Delitos contra la Salud (FEADS). Adán Amezcua Contreras
Adán Amezcua Contreras (born ), along with his brothers Jesús and Luis, was a leader of the Colima Cartel, a Mexican methamphetamine and precursor drug smuggling organization. Arrest On November 10, 1997, Adán Amezcua was arrested in his hometown of Colima, Col., Mexico, on weapons charges. Two years later in March 1999, Adán Amezcua was arrested on money laundering charges; the charges were however dropped 2 months later and he was released. Kingpin Act sanction On October 2, 2008, the United States Department of the Treasury sanctioned Amezcua Contreras under the Foreign Narcotics Kingpin Designation Act (sometimes referred to simply as the "Kingpin Act"), for his involvement in drug trafficking along with nine other international criminals and six entities. The Foreign Narcotics Kingpin Designation Act, better known as the Kingpin Act, is landmark federal legislation in the United States intended to address international narcotics trafficking by imposing United States sanctions on foreign persons and entities involved in the drug trade. The Act allows the President of the United States and United States Secretary of the Treasury to publicly identify "significant foreign narcotics traffickers" and to freeze their assets. José Luis Santiago Vasconcelos
José Luis Santiago Vasconcelos (7 June 1957 – 4 November 2008) was a Mexican lawyer, politician and civil servant. Santiago Vasconcelos, a native of Mexico City, earned a law degree at the National Autonomous University of Mexico (UNAM). In 1993 he began working for the office of the federal Attorney-General (PGR), in the drug-trafficking control area. He was later appointed Assistant Attorney-General for Legal and International Affairs and, following that appointment, served as Assistant Attorney-General at the Organized Crime Specialized Investigation Office (SIEDO), Mexico's top anti-drug prosecutor. The last position he held was as head of the PGR's technical secretariat for implementing the recent constitutional reforms on criminal justice and public security.
