Jean Charles De Borda
Jean-Charles, chevalier de Borda (4 May 1733 – 19 February 1799) was a French mathematician, physicist, and Navy officer. Biography Borda was born in the city of Dax to Jean‐Antoine de Borda and Jeanne‐Marie Thérèse de Lacroix. In 1756, Borda wrote ''Mémoire sur le mouvement des projectiles'', a product of his work as a military engineer. For that, he was elected to the French Academy of Sciences in 1764. Borda was a mariner and a scientist, spending time in the Caribbean testing out advances in chronometers. Between 1777 and 1778, he participated in the American Revolutionary War. In 1781, he was put in charge of several vessels in the French Navy. In 1782, he was captured by the English, and was returned to France shortly after. He returned as an engineer in the French Navy, making improvements to waterwheels and pumps. Quota Borda System
The Quota Borda system or quota preference score is a voting system that was devised by the British philosopher Michael Dummett and first published in 1984 in his book, ''Voting Procedures'', and again in his ''Principles of Electoral Reform''. If proportionality is required in a Borda count election, a quota element should be included into the counting procedure, which works best in multi-member constituencies of either 4 or 6 members. The threshold used is the Droop quota; in a single-seat constituency, the quota is an absolute majority, i.e., (50% + 1) of the valid vote; in a 2-seat constituency, it is (33% + 1); in a 3-seat, it's (25% + 1); and in a 4-seat, it is (20% + 1) of the valid vote. Repeating Circle
Developed from the reflecting circle, the repeating circle is an instrument for geodetic surveying, invented by Etienne Lenoir in 1784, while an assistant of Jean-Charles de Borda, who later improved the instrument. It was notable as being the equal of the great theodolite created by the renowned instrument maker, Jesse Ramsden. It was used to measure the meridian arc from Dunkirk to Barcelona by Jean Baptiste Delambre and Pierre Méchain (see: meridian arc of Delambre and Méchain). Tobias Mayer
Tobias Mayer (17 February 172320 February 1762) was a German astronomer famous for his studies of the Moon. He was born at Marbach, in Württemberg, and brought up at Esslingen in poor circumstances. A self-taught mathematician, he earned a living by teaching mathematics while still a youth. He had already published two original geometrical works when, in 1746, he entered J. B. Homann's cartographic establishment at Nuremberg. Here he introduced many improvements in mapmaking, and gained a scientific reputation which led (in 1751) to his election to the chair of economy and mathematics at the University of Göttingen. In 1754 he became superintendent of the observatory, where he worked until his death in 1762. The arc measurement of Delambre and Méchain was a geodetic survey carried out by Jean-Baptiste Delambre and Pierre Méchain in 1792–1798 to measure an arc section of the Paris meridian between Dunkirk and Barcelona. This arc measurement served as the basis for the original definition of the metre. In 1791, the French Academy of Sciences chose to define the metre as one ten-millionth of the distance from the equator to the North or South Pole.
