Career Heitkamp worked as a truck driver. He also founded Phoenix Financial, an insurance and financial services company. He was a member of the Richland County Park Board, Bottineau City Council, Prairie Rose City Council, and Richland County, North Dakota Commission. Joel Curtis Heitkamp (born November 2, 1961) is an American talk radio host and politician who served as a member of the North Dakota Senate for the 26th district from 1994 to 2008. Education Heitkamp was born in Breckenridge, Minnesota and raised in Hankinson, North Dakota, where he graduated from Hankinson High School. He also attended the University of North Dakota. The North Dakota Senate is the upper house of the North Dakota Legislative Assembly, smaller than the North Dakota House of Representatives. Richland County is a county in the U.S. state of North Dakota. As of the 2020 census, the population was 16,529. Its county seat is Wahpeton. Richland County is part of the Wahpeton, ND– MN Micropolitan Statistical Area, which is also included in the Fargo-Wahpeton, ND-MN Combined Statistical Area. History The Dakota Territory legislature created the county on January 4, 1873, with area partitioned from Pembina County. It was named for Morgan T.
