January 1886 Calgary Municipal Election
The January 1886 Calgary municipal election was held on January 4, 1886 to elect a Mayor and four Councillors to sit on the second Calgary Town Council from January 18, 1886 (or April 3, 1886) to October 21, 1886. The second Council was terminated by a special Territorial Ordinance effective October 21, 1886 following an order by local Stipendiary Magistrate Jeremiah Travis. Travis contended George Murdoch had tampered with the voters' list and a new council was appointed which failed to garner public support. Background Election Procedures Voting rights were provided to any male British subject over twenty-one years of age who are assessed on the last revised assessment roll with a minimum property value of $300. Each elector was able to cast a vote for the mayor and up to four votes for the councillors (Plurality block voting). The multiple non-transferable vote (MNTV) is a group of voting system, in which voters elect several representatives at once, with each voter having more than one vote. MNTV uses multi-member electoral districts or only one district, which contains all voters, which is used to provide at-large representation. MNTV systems are not designed towards obtaining proportional representation; instead the usual result is that where the candidates divide into definitive parties (especially for example where those parties have party lines which are whipped) the most popular party in the district sees its full slate of candidates elected, resulting in a landslide. James Bannerman (12 March 1790 – 18 March 1858) was a lieutenant and acting governor of the Gold Coast (part of modern Ghana) from 4 December 1850 to 14 October 1851. Life James Bannerman was born a native of the Gold Coast in 1790 to a Fanti mother and a British father from Scotland. Bannerman was educated in the Gold Coast and in Europe. Returning to the Gold Coast as a merchant, he was appointed a Justice of the Peace and was Civil Commandant of Christiansborg, Accra, from 1850 to 1857. The Calgary Fire Department (CFD) provides fire services for the city of Calgary, Alberta. The department was created on 25 August 1885 as the Calgary Hook, Ladder and Bucket Corps. The Calgary Fire of 1886, also known as the Great Calgary Fire of 1886, was a conflagration that burned in the Canadian city of Calgary on Sunday November 7, 1886. The fire began at the rear wall of the local flour and feed store, and spread through the community's wooden structures leading to the destruction of 18 buildings.
