James Morrison (Kansas Politician)
James Frank "Jim" Morrison (April 11, 1942 – November 25, 2010) was a Republican member of the Kansas House of Representatives, who represented the 121st district. He served from August 4, 1992 until his death on November 25, 2010. Morrison worked as an optometrist since 1967 and as a broadcast engineer from 1973. He earned a BS and OD from the Southern College of Optometry, in Memphis, Tennessee. He was a member of the Rotary Club, Fellow American Academy of Optometry, Kansas Optometric Association, and the Lions Club. Richard L. Billinger (born December 16, 1951) is an American politician serving as a member of the Kansas Senate for the 40th district. Career Billinger represented the 121st district of the Kansas House of Representatives, was redistricted and ran for the 120th in 2012 and lost his primary to Ward Cassidy, then won the 120th in 2014. Billinger succeeded Ralph Ostmeyer in the Kansas Senate in 2017. Colby is a city in and the county seat of Thomas County, Kansas, United States. As of the 2020 census, the population of the city was 5,570. History In 1882, a post office was established near the center of Thomas County. Area homesteaders lived under harsh conditions in sod houses, creating demand for a town to provide lumber and other provisions to incoming settlers. J.R. Colby, a local land assessor and preacher, obtained a patent to establish the town in April 1884, and land was acquired for the town site three miles north of the post office in March 1885. The following month, the Kansas Secretary of State issued the Town Charter. Kansas Gov. John Martin named Colby the county seat in 1885, and the city was incorporated in 1886.
