James H. Carter
James Harvey Carter (January 18, 1935 – February 27, 2016) was a justice of the Iowa Supreme Court from 1982 until 2006. Education Carter was born in Waverly, Iowa and grew up in Clarksville, Iowa. He graduated from the University of Iowa with a B.A., then from the University of Iowa College of Law with a J.D., where he was elected to the Order of the Coif. During law school, Carter was a Notes Editor of the Iowa Law Review. Legal and judicial career After graduating from law school, Carter worked as a judicial clerk to Judge Henry Norman Graven of the United States District Court for the Northern District of Iowa. He then practiced law in Cedar Rapids, Iowa at Shuttleworth & Ingersoll until 1973, when he was appointed to the Iowa District Court. The Iowa Supreme Court is the highest court in the U.S. state of Iowa. The Court is composed of a Chief Justice and six Associate Justices. The Court holds its regular sessions in Des Moines in the Iowa Judicial Branch Building located at 1111 East Court Avenue on the state Capitol grounds, south of the Iowa State Capitol. History In 1846, Iowa became the 29th state to join the United States. Following the constitution of the Federal government, the powers of the government in Iowa were divided into the legislative branch, the executive branch, and the judicial branch. Iowa Court Of Appeals
The Iowa Court of Appeals is the intermediate-level appellate court of the state of Iowa. Its purpose is to review appeals from trial court decisions which are referred to the court by the Iowa Supreme Court. The court decides the vast majority of appeals filed from trial courts in the state of Iowa, and its decisions are final unless further review is granted by the Iowa Supreme Court. Judges of the court The court is composed of nine judges. Each judge is appointed for one year by the governor, from a list of nominees composed by the State Judicial Nominating Commission. The judge will then serve a one-year term before facing a retention election. If the judge is reelected, his/her term will normally be six years. Henry Norman Graven (June 1, 1893 – February 1, 1970) was a United States district judge of the United States District Court for the Northern District of Iowa. Education and career Born in St. James, Minnesota, Graven served as a United States Army combat engineer during World War I. He received an Artium Baccalaureus degree from the University of Minnesota in 1921, and a Bachelor of Laws from the University of Minnesota Law School in 1921. Relocating to Iowa, he was in private practice in Greene, Iowa from 1921 to 1937. From 1936 to 1937, he was a special assistant state attorney general of Iowa and a counsel for the Iowa State Highway Commission.
