James E. Williams
James Elliott Williams (November 13, 1930 – October 13, 1999) was an American law enforcement officer and honorary United States Navy chief boatswain's mate who was awarded the Medal of Honor during the Vietnam War. Boatswain's Mate First Class Williams was one of 32 Native Americans to receive the medal and is considered to be the most decorated enlisted man in the history of the United States Navy. Early life Williams was born in Fort Mill, South Carolina, and moved two months later with his parents to Darlington, South Carolina where he spent his early childhood and youth. He attended the local schools and graduated from St. John's high school. Navy service Williams enlisted in the United States Navy on August 8, 1947, at the age of 16, and completed basic training at Naval Training Center San Diego. The term brown-water navy or riverine navy refers in its broadest sense to any navy, naval force capable of military operations in littoral zone waters. The term originated in the United States Navy during the American Civil War, when it referred to Union (American Civil War), Union forces patrolling the muddy Mississippi River, and has since been used to describe the small gunboats and patrol boats commonly used in rivers, along with the larger "mother ships" that supported them. Boatswain's Mate (US Navy)
The United States Navy occupational rating of boatswain's mate (abbreviated as BM) is a designation given by the Bureau of Naval Personnel (BUPERS) to enlisted members who were rated or "striking" for the rating as a deck seaman. The colloquial form of address for a boatswain's mate is "Boats". The rating of Boatswain's Mate dates from the American Revolutionary War and was one of the oldest U.S. Navy ratings in continuous existence from 1775 to present. For a period of three months at the end of 2016, the rating (along with all ratings in the Navy) was scheduled for elimination, but the proposed change was unpopular with both sailors and Navy veterans and was reversed in December of that year. Naval Training Center San Diego (NTC San Diego) (1923–1997) is a former United States Navy base located at the north end of San Diego Bay, commonly known as "boot camp".
