James E. Bolin
James Edwin Bolin Sr. (August 26, 1914 – March 25, 2002) was an American jurist and politician who served as a judge of the Louisiana Second Circuit Court of Appeal. He was a Democratic member of the Louisiana House of Representatives from Minden, the seat of government of Webster Parish in northwestern Louisiana. Legislator and soldier Bolin was elected state representative when the one-term incumbent, Drayton Boucher of Springhill, ran successfully for the Louisiana State Senate. In the legislative runoff election, Bolin defeated former representative and Minden mayor J. Frank Colbert, 3,161 (57.3 percent) to 2,358 (42.7 percent). Judicial career In 1956, Bolin defeated State Representative E. D. Gleason of Webster Parish, 2,503 to 912, for a seat at the proposed state constitutional convention. Louisiana Army Ammunition Plant
The Louisiana Army Ammunition Plant, formerly known as the Louisiana Ordnance Plant or as The Shell Plant, is an inactive plant to load, assemble and pack ammunitions items. During production from 1942 to 1994, the Army disposed of untreated explosives-laden wastewater in on-site lagoons, contaminating soil, sediments and groundwater with hazardous chemicals. Springhill is a city in northern Webster Parish, Louisiana, United States. The population was 5,279 at the 2010 census, a decrease of 160 since 2000. Springhill is part of the Minden Micropolitan Statistical Area though it is thirty miles north of Minden, the seat of government of Webster Parish. The Springhill population is 34 percent African American, compared to 25 percent minority in 2000. The 1979 film ''Five Days from Home'', which was directed by and starred George Peppard, was filmed primarily in Springhill.
