James Appleton Hawley
Sir James Appleton Hawley, KCVO, TD (born 1937) is a British businessman and public servant. Born in 1937, Hawley graduated with a law degree from St Edmund Hall, Oxford. He was called to the bar in 1961, but immediately became chairman of the tentmakers John James Hawley (Speciality Works) Ltd. In 1970, he also became chairman of J. W. Wilkinson & Co. Ltd. The Freedom of the City of London started around 1237 as the status of a 'free man' or 'citizen', protected by the charter of the City of London and not under the jurisdiction of a feudal lord. In the Middle Ages, this developed into a freedom or right to trade, becoming closely linked to the medieval guilds, the livery companies. In 1835 eligibility for the freedom of the City was extended to anyone who lived in, worked in or had a strong connection to the City. The freedom that citizens enjoy has long associations with privileges in the governance of the City. A lord-lieutenant ( ) is the British monarch's personal representative in each lieutenancy area of the United Kingdom. Historically, each lieutenant was responsible for organising the county's militia. In 1871, the lieutenant's responsibility over the local militia was removed. However, it was not until 1921 that they formally lost the right to call upon able-bodied men to fight when needed. Lord-lieutenant is now an honorary titular position usually awarded to a retired notable person in the county. This is a list of the sheriffs and high sheriffs of Staffordshire. The sheriff is the oldest secular office under the Crown. The sheriff was the principal law enforcement officer in the county but over the centuries most of the responsibilities associated with the post have been transferred elsewhere or are now defunct so that its functions are now largely ceremonial. From 1204 to 1344 the High Sheriff of Staffordshire also served as Sheriff of Shropshire.
