Jaclyn Tsai
Jaclyn Tsai or Tsai Yu-ling (; born 22 August 1955) is a Taiwanese politician. She was the Minister without Portfolio of the Executive Yuan from November 2013-20 May 2016. Career She promoted e-commerce related laws and industrial development, issuing draft Regulations on the Management of Electronic Payment Institutions that were adopted on May 3. The 15 authorization provisions were completed by the Financial Supervisory Commission on May 3, 2015. Cài () is a Chinese-language surname that derives from the name of the ancient Cai state. Executive Yuan
The Executive Yuan () is the executive branch of the government of the Republic of China (Taiwan). Its leader is the Premier, who is appointed by the President of the Republic of China, and requires confirmation by the Legislative Yuan. Under the amended constitution, the head of the Executive Yuan is the Premier who is positioned as the head of government and has the power to appoint members to serve in the cabinet, while the ROC President is the head of state under the semi-presidential system, who can appoint the Premier and nominate the members of the cabinet.
