Jack Garrett
Jack Garrett (22 May 1914 – 11 September 1977) was an Irish Fianna Fáil politician, who was a member of Seanad Éireann from 1969 to 1981. A public works contractor, he was first elected to the Seanad in 1969 by the Administrative Panel. He was re-elected at the 1973 and 1977 elections. He died on 11 September 1977 before the 14th Seanad had first met. Seanad Éireann
Seanad Éireann (, ; "Senate of Ireland") is the upper house of the Oireachtas (the Irish legislature), which also comprises the President of Ireland and Dáil Éireann (the lower house). It is commonly called the Seanad or Senate and its members senators (''seanadóirí'' in Irish, singular: ''seanadóir''). Unlike Dáil Éireann, it is not directly elected but consists of a mixture of members chosen by various methods. Its powers are much weaker than those of the Dáil and it can only delay laws with which it disagrees, rather than veto them outright. It can introduce new legislation. Administrative Panel
The Administrative Panel () is one of five vocational panels which together elect 43 of the 60 members of Seanad Éireann, the upper house of the Oireachtas (the legislature of Ireland). The Administrative Panel elects seven senators. Election Article 18 of the Constitution of Ireland provides that 43 of the 60 senators are to be elected from five vocational panels. The Administrative Panel is defined in Article 18.7.1º(v) as "Public Administration and social services, including voluntary social activities". The Seanad returning officer maintains a list of nominating bodies for each of the five panels. Candidates may be nominated either by four members of the Oireachtas or by a nominating body. Michael Donnelly (politician)
Michael Patrick Donnelly was an Irish Fianna Fáil politician, who was a member of Seanad Éireann from 1977 to 1981. He was elected to the Seanad by the Administrative Panel on 7 December 1977, in a by-election caused by the death of Jack Garrett. An accountant Donnelly was first elected to Dublin City Council in 1985 and remained a member until he lost his seat in 2009 Dublin City Council election, 2009. From 1990 to 1991 he held the office of Lord Mayor of Dublin. His son, Daniel, was an unsuccessful Fianna Fáil candidate in the 2014 local elections. ''Fianna'' ( , ; singular ''Fian''; gd, Fèinne ) were small warrior-hunter bands in Gaelic Ireland during the Iron Age and early Middle Ages.
